I saw a fact check on kill switches that said “false” on https://www.usatoday.com/story/news/factcheck/2023/01/19/fact-check-false-claim-bill-mandates-kill-switch-cars-police-drunk-driving/11066287002/
When I read the description of that fact check I saw “the bill in question directs a federal agency to require technology that would detect driver impairment and disable the vehicle in that scenario.” In other words, there is a kill switch but we are to assume it will only be used for a specific purpose. Government is composed of imperfect humans that can misuse such technology.
The I saw a similar politifact https://www.politifact.com/factchecks/2022/dec/05/instagram-posts/-vehicle-technology-coming-stop-impaired-drivers-i/ I have the same issue here as they also say “must create in-vehicle technology to hinder people who are under the influence” We see the kill switch technology IS to be created but ASSUMED to be used only for the right purpose. You have to decide if you trust government with this technology.
Here is a yahoo article that largely agrees with what I am saying https://autos.yahoo.com/law-install-kill-switches-cars-170000930.html
This is evidence that members of congress interpreted this as a kill switch and had similar concerns to me:
You can see no votes by politicians in this x photo: https://x.com/LizLamb44385395/status/1809166772261527643
You can see a counter bill was introduced over the concern:
